Creo downloads the file and opens Claude's Skills page. The upload is yours, in your own workspace.

Creo Access does not install a Skill for you, and it does not connect a Skill to your account. The Skill file is a normal download; Claude's Skills page is at claude.ai/settings/skills.

A Skill has no access to private Creo Access data. When a task needs the search you are working on, you add Role context yourself.

A prompt handles today. A Skill handles every week after it.

Both are useful, and they are not competing. The difference is how often you repeat the task.
